Darrell Cain, Director of Chapter Affairs (9:11:04 PM): Recent Executive Board
Decisions
Darrell Cain, Director of Chapter Affairs (9:11:11 PM): Brian, you have the
floor
Brian Young, Educational Outreach (9:11:46 PM): Beyond the constitution changes,
which we'll get to later
Brian Young, Educational Outreach (9:12:21 PM): we've been continuing work on
getting the 501c3 status taken care of
Brian Young, Educational Outreach (9:13:04 PM): our financial director has met
with Darrell's fathers company to get that set up, and is going to get the
official paperwork for them to be in charge of it later this week
Brian Young, Educational Outreach (9:13:47 PM): Continuing that, we've been
considering changes in the financial policy, although nothing has been
finalized as yet
Brian Young, Educational Outreach (9:14:48 PM): We have recieved 300 SEDS lapel
pins that we are wanting to distribute to the chapters at cost so that you can
distribute them as you see fit
Brian Young, Educational Outreach (9:15:38 PM): we made the decision that the
easiest way to go about this would be for the chapters to send a request to me
with the number desired, and send a check to Ryan Goodnight for the
cost+shipping, with the cost being $1.78 per pin
Brian Young, Educational Outreach (9:16:41 PM): The conference date has been
officially set as Nov. 14-16
Brian Young, Educational Outreach (9:17:20 PM): sorry, give me a second, trying
to think if there's anything else im missing (ryan or darrell feel free to
remind if something glaring is missing)
Brian Young, Educational Outreach (9:18:05 PM): oh, we've assigned Jake Welch,
our public affairs chair, to work with the ISDC planning committee to get us
special priveliges at the ISDC conference this year
Brian Young, Educational Outreach (9:18:14 PM): continuing our involvement with
NSS
Ryan McLinko, Vice Chair SEDS (9:18:50 PM): regarding that, we're trying to get
a good count for the potential volunteers at isdc from seds
Ryan McLinko, Vice Chair SEDS (9:19:07 PM): I sent out an email re this a while
ago
Brian Young, Educational Outreach (9:19:17 PM): I believe that is everything
that isnt part of the constitution revamp, darrell did you want to do that now?
Darrell Cain, Director of Chapter Affairs (9:20:43 PM): we'll save that
Darrell Cain, Director of Chapter Affairs (9:20:59 PM): almost everyone here is
familiar with all changes to the constitution as of a month ago
Darrell Cain, Director of Chapter Affairs (9:21:16 PM): next stage is questions
Brian Young, Educational Outreach (9:21:21 PM): are there any questions on any
of these, or anything that was mentioned last month that we may have made
progress on
Coralie Jackman, UIUC SEDS (9:22:06 PM): Was there any decision about which day
of the onference elections will be on?
Nick Day, UB SEDS (9:22:40 PM): sunday, i think
Brian Young, Educational Outreach (9:22:41 PM): we agreed that that is up to the
conference scheduling team, but since I am personally in charge of that as well,
they will be on the Sunday
Coralie Jackman, UIUC SEDS (9:22:50 PM): Great, thanks!
Brian Young, Educational Outreach (9:23:30 PM): no problem
Basant Sagar, MIT SEDS (9:23:36 PM): anything specific about "changes in
financial policy"
Basant Sagar, MIT SEDS (9:23:52 PM): ?
Brian Young, Educational Outreach (9:24:05 PM): I believe the most important
thing is improving the methods for agreeing to use funds
Brian Young, Educational Outreach (9:24:29 PM): possibly by creating a sub-board
that can approve of purchases without requiring the full exec board
Brian Young, Educational Outreach (9:24:42 PM): or making the requirements less
strict for smaller purchases
Basant Sagar, MIT SEDS (9:25:02 PM): cool, thanks
Brian Young, Educational Outreach (9:25:15 PM): Ryan Goodngith (financial) and
Josh Nelson (Chair) or working through those details and will present them to
the board, and will then be brought to you guys
Darrell Cain, Director of Chapter Affairs (9:26:38 PM): that ends questions
Darrell Cain, Director of Chapter Affairs (9:26:46 PM): next item is
ratification of constitution
Darrell Cain, Director of Chapter Affairs (9:27:10 PM): at the last CoC meeting
members were presented with a copy of the constitution and major changes by
Joshua Nelson
Darrell Cain, Director of Chapter Affairs (9:27:16 PM): that constitution can be
found here
Darrell Cain, Director of Chapter Affairs (9:27:17 PM):
http://www.seds.org/policy/
Darrell Cain, Director of Chapter Affairs (9:27:42 PM): at that time it was
stated that members would have a month to review the constitution, and to log
formal complaints with me
Darrell Cain, Director of Chapter Affairs (9:27:52 PM): I received no complaints
Basant Sagar, MIT SEDS (9:28:00 PM):
Darrell Cain, Director of Chapter Affairs (9:28:12 PM): therefore there will be
a formal vote on ratifying the constitution
Darrell Cain, Director of Chapter Affairs (9:28:31 PM): I need a member to put
forth the proposal for a ratification and a member to second
Grant Atkinson, Texas A&M SEDS (9:28:47 PM): i propose we ratify the consitution
Michael Green, SEDS UCF (9:28:49 PM): 2nd
Darrell Cain, Director of Chapter Affairs (9:28:51 PM): alright
Darrell Cain, Director of Chapter Affairs (9:28:57 PM): please vote in following
format
Darrell Cain, Director of Chapter Affairs (9:29:05 PM): chapter-aye/nay/abstain
Basant Sagar, MIT SEDS (9:29:12 PM): MIT aye
Darrell Cain, Director of Chapter Affairs (9:29:13 PM): you have two minutes
Michael Green, SEDS UCF (9:29:18 PM): UCF-Aye
Julie Huang, Caltech SEDS (9:29:20 PM): Caltech aye
Justin Richardson, ISSS (9:29:20 PM): Iowa State Space Society aye
Antonio Villarreal, UofA SEDS (9:29:20 PM): University of Arizona - Aye
Nick Day, UB SEDS (9:29:23 PM): UB SEDS - Aye

Stephanie Herpich, WPI SEDS (9:31:04 PM): wpi aye
Darrell Cain, Director of Chapter Affairs (9:31:26 PM): vote closes
Darrell Cain, Director of Chapter Affairs (9:31:49 PM): should be a 9-0-1
Darrell Cain, Director of Chapter Affairs (9:32:03 PM): alright
Darrell Cain, Director of Chapter Affairs (9:32:08 PM): ratification passes
Darrell Cain, Director of Chapter Affairs (9:32:20 PM): at this time
Darrell Cain, Director of Chapter Affairs (9:32:23 PM): I will note
Darrell Cain, Director of Chapter Affairs (9:32:44 PM): that members are allowed
to add agenda items during the meeting if they relate to executive board
decisions presented
Darrell Cain, Director of Chapter Affairs (9:32:57 PM): all other agenda items
must be added three days before the meeting
Darrell Cain, Director of Chapter Affairs (9:33:04 PM): there is one more agenda
item
Darrell Cain, Director of Chapter Affairs (9:33:13 PM): discussion of SEDS
rocket project location
Darrell Cain, Director of Chapter Affairs (9:33:35 PM): sponsored by Iowa State
Space Society
Justin Richardson, ISSS (9:34:21 PM): Iowa State Space Society has come up with
the idea to hold the Rockoon launch on an Aircraft carrier
Justin Richardson, ISSS (9:35:00 PM): This may be an interesting alternative to
Xprize Cup, especially since it looks like that venue may not happen
Justin Richardson, ISSS (9:35:52 PM): I don't know about getting clearance to do
something like that, but It may be easier to launch in the middle of the Pacific
Ocean than near the border to a foreign country
Justin Richardson, ISSS (9:36:11 PM): again this is just in the idea stage
Justin Richardson, ISSS (9:36:22 PM): Do any of the other chapters have any
opinions on this idea?
Basant Sagar, MIT SEDS (9:36:49 PM): sounds pretty cool
Ryan McLinko, Vice Chair SEDS (9:37:02 PM): do you know what kind of clearance
would be necessary to do this
Nick Day, UB SEDS (9:37:03 PM): yea, that sounds cool
Basant Sagar, MIT SEDS (9:37:08 PM): provided the logistics are taken care of
Antonio Villarreal, UofA SEDS (9:37:10 PM): I'm of the opinion that it will be
utter and complete hell to manage that. Also, you're not getting clearance for
it. End of story.
Ryan McLinko, Vice Chair SEDS (9:37:13 PM): sounds like a major headache to even
get them to consider it
Michael Green, SEDS UCF (9:37:21 PM): I agree, sounds awesome... but not sure
how someone could set that up
Justin Richardson, ISSS (9:37:23 PM): Like I said, I'm not sure about the
logistics yet
Brian Young, Educational Outreach (9:37:37 PM): logistics would be a problem
also, its much cheaper to go to new mexico than the middle of the pacific, at
least for most chapters
Antonio Villarreal, UofA SEDS (9:37:54 PM): I would hope for all chapters.
Unless they're in Hawaii. :P
Justin Richardson, ISSS (9:37:59 PM): I know that some of the other rockoons
launched in the past have been launched from Aircraft Carriers and other ships
Stephanie Herpich, WPI SEDS (9:38:09 PM): the very first one was off of a ship
Brian Young, Educational Outreach (9:38:26 PM): do you what scale they were and
who had sponsored them?
Justin Richardson, ISSS (9:38:40 PM): Not at this time
Antonio Villarreal, UofA SEDS (9:39:39 PM): The first one was launched by US
military, which is why they were out there.
Justin Richardson, ISSS (9:39:41 PM): Again, it's just an idea, i just wanted to
get opinion for what others think
Basant Sagar, MIT SEDS (9:39:47 PM): don't you think the weather will be more of
a headache in the middle of the ocean
Basant Sagar, MIT SEDS (9:39:58 PM): ?
Grant Atkinson, Texas A&M SEDS (9:40:07 PM): it sounds to me like it'd be more
trouble than it's worth
Justin Richardson, ISSS (9:40:34 PM): If logistics could be worked out would the
other chapters be interested Is my main question
Basant Sagar, MIT SEDS (9:41:19 PM): if the X Prize cup doen't work out
Coralie Jackman, UIUC SEDS (9:41:21 PM): Possibly if the xprize cup doesnt
happen.
Nick Day, UB SEDS (9:41:37 PM): possibly, i'd have 2 get input from others @
UB..
Stephanie Herpich, WPI SEDS (9:41:42 PM): i think an aircraft carrier would be
awesome, for what it's worth
Grant Atkinson, Texas A&M SEDS (9:41:44 PM): if it could be worked out i'd be
interested
Coralie Jackman, UIUC SEDS (9:41:46 PM): and cost of travel isnt ridiculously
expensive
Justin Richardson, ISSS (9:41:48 PM): I'd like to open the floor for discussions
of other launch locations as well, and also suggest to the exec board the
possibility of an Aicraft carrier launch
Stephanie Herpich, WPI SEDS (9:42:09 PM): really, our chapter won't mind much
where we do it as long as we get to launch rockets
Basant Sagar, MIT SEDS (9:42:11 PM): launching from a carrier will me a much
better option than no contest at all or another date extension
Justin Richardson, ISSS (9:42:25 PM): My thoughts exactly
Brian Young, Educational Outreach (9:42:36 PM): theres a lot of upcoming
spaceport sites, including spaceport america
Grant Atkinson, Texas A&M SEDS (9:42:39 PM): probably the easiest thing to do
would be to talk to the private spaceports like Spaceport America, the Oklahoma
Spaceport, or MARS
Justin Richardson, ISSS (9:43:08 PM): Sounds like another plausible idea that
may be better even than Xprize
Basant Sagar, MIT SEDS (9:43:20 PM): sounds good
Basant Sagar, MIT SEDS (9:43:39 PM): but i suspect they'll charge a fortune for
that, am I right?
Grant Atkinson, Texas A&M SEDS (9:43:44 PM): they might
Grant Atkinson, Texas A&M SEDS (9:43:51 PM): but remember that not very much has
been launched yet
Michael Green, SEDS UCF (9:43:56 PM): does anyone have any 'inside' information
in regards to xprize, as in, if/where it may happen this year?
Grant Atkinson, Texas A&M SEDS (9:43:58 PM): they're hungry for good press and
activity
Grant Atkinson, Texas A&M SEDS (9:44:02 PM): so they might be lenient about it
Stephanie Herpich, WPI SEDS (9:44:12 PM): sorry, what is MARS?
Grant Atkinson, Texas A&M SEDS (9:44:19 PM): Mid Atlantic Regional Spaceport
Basant Sagar, MIT SEDS (9:44:20 PM): yeah, i really hope so
Grant Atkinson, Texas A&M SEDS (9:44:24 PM): in Virginia
Stephanie Herpich, WPI SEDS (9:44:38 PM): ok thanks
Grant Atkinson, Texas A&M SEDS (9:44:40 PM): NASA operated a sounding rocket
range there once
Grant Atkinson, Texas A&M SEDS (9:44:49 PM): and Orbital Sciences is planning to
launch Taurus II from there
Darrell Cain, Director of Chapter Affairs (9:45:09 PM): this item will be closed
in three minutes unless an extension is requested
Basant Sagar, MIT SEDS (9:45:26 PM): what about the mojave guys
Grant Atkinson, Texas A&M SEDS (9:45:58 PM): mojave's another possibility
Basant Sagar, MIT SEDS (9:46:00 PM): their director was present at SpaceVision
2007
Grant Atkinson, Texas A&M SEDS (9:46:10 PM): but most of what they've done has
dealt with horizontal takeoff and landing
Justin Richardson, ISSS (9:46:14 PM): I was also thinking about the salt flats
where they do land speed testing as a location
Grant Atkinson, Texas A&M SEDS (9:46:16 PM): it is an airport after all
Grant Atkinson, Texas A&M SEDS (9:47:20 PM): salt flats are another possibility
Grant Atkinson, Texas A&M SEDS (9:47:37 PM): basically what we want is a big,
unpopulated area with little to no air traffic
Justin Richardson, ISSS (9:47:49 PM): I like to formally suggest to the Exec
Board that they discusss possible alternatives
Justin Richardson, ISSS (9:47:57 PM): for launch locations
Justin Richardson, ISSS (9:48:08 PM): and present their thoughts to us next
month
Darrell Cain, Director of Chapter Affairs (9:48:28 PM): that will need a 2nd
Basant Sagar, MIT SEDS (9:48:33 PM): yeah.. given that we now seem to have quite
a few options
Basant Sagar, MIT SEDS (9:48:39 PM): i second
Darrell Cain, Director of Chapter Affairs (9:48:41 PM): alright
Darrell Cain, Director of Chapter Affairs (9:48:46 PM): same vote structure
Darrell Cain, Director of Chapter Affairs (9:48:50 PM): you have two minutes
Grant Atkinson, Texas A&M SEDS (9:48:57 PM): Texas A&M-aye
Antonio Villarreal, UofA SEDS (9:48:58 PM): University of Arizona - Aye
Justin Richardson, ISSS (9:48:59 PM): ISSS aye
Basant Sagar, MIT SEDS (9:48:59 PM): MIT aye
Julie Huang, Caltech SEDS (9:49:01 PM): caltech aye
Mariel John, GWU SEDS (9:49:10 PM): GWU aye
Nick Day, UB SEDS (9:49:14 PM): UB SEDS aye
Stephanie Herpich, WPI SEDS (9:49:46 PM): wpi aye
Michael Green, SEDS UCF (9:50:01 PM): ucf - aye
Coralie Jackman, UIUC SEDS (9:50:17 PM): uiuc aye
Darrell Cain, Director of Chapter Affairs (9:50:23 PM): and since that covers
everyone
Darrell Cain, Director of Chapter Affairs (9:50:25 PM): vote closes
Darrell Cain, Director of Chapter Affairs (9:50:28 PM): 10-0-0
Darrell Cain, Director of Chapter Affairs (9:50:35 PM): that ends the items on
the agenda
Darrell Cain, Director of Chapter Affairs (9:50:53 PM): next meeting is March
26th at 9 pm EST
Darrell Cain, Director of Chapter Affairs (9:51:04 PM): I will be sending out a
representative newsletter later this week
Darrell Cain, Director of Chapter Affairs (9:51:08 PM): please read everything
on it
Darrell Cain, Director of Chapter Affairs (9:51:15 PM): meeting is adjourned
