Proposed payloads

I have removed signatures from the design notes, as we discussed in the meeting. I have also added a brief statement to each proposal, explaining our recommendation. For each of the recommended ideas, I put in the single most important pro and con that surfaced in our discussions. - BsL 06:02, 29 April 2007 (MDT)
